Abstract
This research focuses on the contributions of traditional rulers towards insecurity in Nigeria with special interest in the Kano Emirate Council. The increased security violence in different parts of Nigeria in the past few years has cast serious doubts on the performance of state security agencies and also the application of traditional systems of governance. The proposed study will examine how the Kano Emirate Council has come in to boost community security in the areas they cover and the impediments that hamper their activities, as well as the depth of legal and institutional setting in augmenting or inhibiting their participation. It used a mixed-methods strategy. The source of primary data involved the use of structured questionnaires that were given to 120 respondents, selected out of a target population of 170 inhabitants of Kano State. The quantitative data were used as descriptive statistics and multiple regression analysis. Major inferences were indicated that the Kano Emirate Council is actively involved in conflict resolution, co-operation with the local vigilantes, and moral suasion. Their performance will be however limited because of political interference, lack of legal mandate and lack of institutional support. The research findings are that traditional rulers have strong and established legitimacy and influence in their communities yet their roles in the present security architecture of Nigeria are not clearly defined and as such they are not exploited to the fullest. In order to enhance national peacebuilding and good local governance, traditional authorities must be within the nation overtly recognized in the law and national policy formulations. The study adds valuable inputs to the existing discussions on hybrid governance and also provides helpful guidelines that would reinforce the cooperation of traditional-state in the management of security issues.

The main aim of this study is to examine the role of the Kano Emirate Council as a traditional institution in addressing and mitigating insecurity within Kano State, Nigeria.

To achieve the aim, the study sets out to pursue the following specific objectives:
- To explore the specific contributions and interventions made by the Kano Emirate Council in tackling insecurity in Kano State.
- To assess the challenges that limit the effectiveness of traditional rulers in collaborating with formal security agencies.
- To examine the extent to which political, legal, and institutional frameworks support or hinder the participation of traditional rulers in local security governance.
- To evaluate the perceptions of community members regarding the relevance and impact of the Kano Emirate Council in addressing local security issues.
