Chapter One

Introduction

1.1 Background of the Study

Information and Communication Technology (ICT) is a technological tool (such as computer digital media and internet) used to facilitate learning and teaching by storing, manipulating and conveying data in an electronic form when teacher is inaccessible as alternative interactive knowledge environment. In the higher institution of learning, ICT has had a major impact in the organization and in teaching and learning methods. ICT makes learning more personalized, flexible and simple by offering alternative methods of delivering higher education through broadened possibilities for the learning processes that are independent from space and place (Adel and Mounir, 2008).
ICT technology has the potential to accelerate, enrich, and deepen skills; influence and absorb students in learning; help to correlate school experiences to work practices; help to create economic sustainability for tomorrow"s workers; contributes to drastic changes in school; provides opportunities for connection between the school and the world. According to Aleksander (2012), Information and Communication Technology (ICT) is one of the most veritable tools for economic growth.

ICT helps student to learn independently the real world situation to impact on their academic performance. Academic performance is mainly a function of students" study lifestyles which refer to the student"s way of study whether organized, efficient or inefficient (Abid, 2006). The study lifestyles that impact on the academic performance of a student include: time management, setting academic goals, workload, surfing, revision, organization of materials, and notes taking during lectures (Fontana, 1995; Good and Brophy, 1986). Academic performance refers to the scores obtained by the students of higher education in their semester examinations. The academic performance is measured by grade point average (GPA) and this varies among the students.Students" learning remains central in any academic achievement debate. ICTs provide an ample window of prospect for educational institutions to harness and use technology to complement the teaching and learning process. In most tertiary institutions in Nigeria, there is deficit in ICT resources which affect their availability and accessibility. The unavailability, accessibility and low usability of ICT has limited the student performance in higher institutions. The institutions are faced with the challenge of how to enhance students learning process in this vigorous, information-rich, and incessantly changing environment.

1.2 Statement of Problem

ICT has had a major impact in higher institutions of learning, in organizations and in teaching and learning methods. ICT has impacted on students, administrators and teachers respectively in the following ways: serve as extra reference materials to deepen understanding of the subjects taught in classrooms, computer software is used to track progress of students‟ performance and record grades, it changes pedagogical approaches, help to motivate and improve teacher-student interactions, increased self-confidence and increased excitement about teaching. In other words, high extent of ICT utilization can facilitate instructional improvement. In the context of this study, instructional improvement refers to the act of making progress in instructional delivery for better academic achievement. The effective utilization of information and communication system would not only improve students‟ learning but promotes teachers‟ instructional delivery and effective school management for sustainable educational system.

As enormous as the benefits and roles ICT are to every level of educational system, a lot of challenges abound. These challenges militate against effective and efficient teaching and learning with ICT. The most significant of these appears to be poor usage of ICT facilities among students‟, unavailability and inaccessibility of ICT facilities for students‟ learning, lack of good educational and ICT policies among others. Irrespective of the present jet age, some students‟ still find it difficult to excel in examinations conducted with electronic device like computer based test (CBT) which may be due to poor skill in application and utilization of ICT facilities for learning.
