Local Government Autonomy And Grass Root Development

This research aimed at evaluating the contribution of local government autonomy to grass root development in Nigeria. The research uses the Ido Local Government Area of Oyo State as its case study. It was aimed at looking at the contribution of local government to the growth of grass roots in Nigeria, in relation to the purpose of their establishment which is, to take government to the people. It looked at how local governments contribute to the development of the grass roots. Local government, over the years have failed to live up to expectation due to a lot of constraints ranging from, the lack of autonomy and finance, management problems, unskilled work force and lack of community participation. A descriptive survey research design was adopted for this study and questionnaires were used as the primary data collection instrument. They were administered on fifty workers of Ido local government using simple random sampling method. Information was also collected from textbooks, journals and government publications. Statistical Package for Social Sciences was used to analyze data from this research.

Conclusively, it is observed that local government autonomy, particularly in aspects like policy-making, financial autonomy and service delivery has a profound influence on grassroots development. Local government is observed to be the most responsive organ for development in developing countries, once it is truly autonomous and possesses effective administrative machineries. Consequently, the study recommends an increase in local government autonomy, building administrative capacity and community involvement for local government.
