INTRODUCTION
1.1 Background of the Study
Leadership, which is one of the eligibility criteria for administrative and political posts, has a great deal of influence on the functioning and performance of local governments, especially in Nigeria, where emphasis is gradually being shifted towards community participation. (Kalonda & Govender, 2021) Prior to now, Nigeria was under the British concept of governance, particularly in local administration. However, since the departure of the British in 1960, Nigeria has witnessed many changes in its administrative subdivisions, both in structure and nomenclature. Leadership style is a model and theories developed to align with our own way of thinking and analytical purposes, including effectiveness. It is a kernel statement that has some relevance and weight in the writings of scholars on public administration. The leadership style adopted and the administrative style in local government contribute significantly to shaping and improving performance, either negatively or positively, and to effective and efficient public administration (Gemeda & Lee, 2020). Appraisal of leadership style has a number of implications, as it is evident in the available theoretical models of leadership. Models that assert that two or more leadership styles might be more suitable than others have generated many views on the constraints that organizations should understand regarding the processes, sophistication, and efficiency of public administrators. Various administrative and political offices are local by name. Local administration has been largely influenced by the majority of Nigerian political authorities. The Apapa Iganmu Local Council Development Area is made up of eleven wards led by a chairman (Ikuemonisan & Ozebo, 2020). The local government has experienced a number of changes in its administrative transformation and structure. Local government reforms took various shapes across the country recently. Several features characterized this new reform of local government. The reform encouraged local government to supplement local taxes with federal and state finances. It also provided that by 1990, it should be fully controlled and envisaged to be capable enough to make provisions for service functions.
Leadership has been globally recognized as the most critical element in the success of any enterprise, including the delivery of public services. Despite its significance, the practice and understanding of leadership are continuously challenged, with scholars putting forward existential realities from two groups of literature: one that claims a mind-bending complexity of the concept and the other that emphasizes clarification and straightforwardness in leadership (Fraser & Fraser, 2023). Amidst the complexities and ambiguities associated with the leadership concept, one thing that is clear in the vast literature on leadership is its relevance. Policymakers enhance public service delivery at the local levels in urban centers by using many administrative facilitation methods.
This study seeks to investigate the influence of leadership dynamics on service delivery optimization in Apapa-Iganmu Local Council Development Area and the role of ownership structure in service advantage. The study also considers the potential synergistic effects of administrative patterns and ownership structure on service advantage (Allioui and Mourdi2023). This study is especially relevant to various stakeholders in local governance and policy formulation, including local government councils. The research methodology employed involves the use of exploratory, descriptive, and explanatory research methods. Secondary data obtained from the administrative office of this local government secretariat show the daily operations of the business at the local government records. Governance has been in existence since the establishment of the colonial business model (Astuti et al.2022). Since then, the proposed structures have been drafted, operated, and reviewed several times by different persons representing the local government at different times. The present-day establishments were established in September 1976.
